1. I attach Hong Kong telno 2852 and Hong Kong's draft discussion paper covering treaties in the merchant shipping category.
2. Hong Kong were unsure about their status regarding items 13.7, 13.13, 13.14 and 13.20. Research has revealed the following:
i) Item 13.7: the UK has denounced the Convention but the two
Protocols still apply to Hong Kong. We are checking with Hong Kong that the forthcoming localisation of the Carriage of Goods by Sea Act 1971 and others will ensure that the Protocols need not continue beyond 1997.
ii) Item 13.13: Hong Kong indicated that the 1973 Amendment to this Convention was extended to Hong Kong, but IMO records suggest that it was not. We are checking this information. There are two further Amendments which were accepted by adoption by the UK and which thus apply to Hong Kong
(1977 and 1986).
iii) Item 13.14: All three Amendments apply to Hong Kong.
iv) Item 13.20: All four Amendments to the Convention and to the
Protocol apply to Hong Kong.

1. We have received a telegram from Hong Kong asking if we could obtain documents showing UK Ratification and Extension to Hong Kong of items 13.14 (1)-13.13(4), 13.14(1)-13.14 (3) and
Hong Kong are unsure 13.20(2)-13.20(5) on the attached list.
