You also indicated that you thought some of the 'Benefits' paragraphs in the papers were a bit thin. I can assure you that we do have extensive consultations with the relevant policy branches and departments on the question of the benefit to
Hong Kong of these various treaties. We would, however, welcome any suggestions you may have for strengthening these further. It is sometimes rather difficult to think of а lot to say, as I know you found when you were doing my job here.

You wondered whether it was necessary to seek the continued application of this Convention, on the basis that there would be no diplomatic missions in the HKSAR. I do not think we can be sure of the latter and, in any event, foreign diplomats posted in the PRC (or in third states) travelling in the HKSAR would be entitled to the relevant privileges and immunities concerned. I hope, therefore, that you would be content for us to retain this Convention on our list.
