Hong Kong has an important maritime administration and has established a separate register of ships. It is in

Hong Kong's interest to be included in international

maritime agreements.

The Agreement represents a

step in

international efforts to enable continuous use of the

INMARSAT system for global maritime communications when the

ships are within the territorial sea and ports of Parties.

If Hong Kong, being an important port in this region, does

allow ships to use the INMARSAT system while within the

Hong Kong port, a major gap will appear in the coverage of

INMARSAT system. The alternative to using the INMARSAT

system is for the stations to connect to the local

telecommunications network using Very-High-Frequency radio,

a course which will put ships to great inconvenience. FOX

this reason, the Telecommunication Ordinance in Hong Kong

was revised in 1983 to permit the use of INMARSAT ship earth stations within the port of Hong Kong.
