Multilateral and Bilateral Treaties applying to Hong Kong: Procedure for Continued Application after 1997
Before
embarking
on a
detailed
multilateral treaties which apply to Hong Kong,
study
of
the
it Is
useful for the two
aldes
to remind
themselves
of their
agreed
objectives.
In
the
case
of
such all
treaties,
whether or not they are multilateral treaties which create international organisations, the task of the two sides is to find ways and means whereby the international rights and obligations which they create, which affect Hong Kong
can of benefit to Hong Kong, and which are
be preserved
after 1997.

In
the case of
treaties those
which
create
international
organisations
the
sides two
have been
which in some
successful in finding
in finding appropriate methods,
cases have Involved taking diplomatic action
with the
parties and in other cases have not. That experience will continue to be valuable when considering other treaties.

It
will be
necessary
for
the
two
$ldes
to
consider each treaty. This will in most cases involve the
usual research, writing of papers and discussion.
Until
that work has been done
is it
not possible to
forecast
exactly what solutions will prove to be appropriate for
each and every case.
But it is possible, even now,
