1. Thank you for your letter of 4 August to Dr Harkin who has now left HKD. I have sent our comments to you on the draft papers by telegram.
2. As regards the dates of the UK's ratifications of items 19.1 and 19.7, the situation is as follows. The UK regards the date of deposition of the ratification and not of signature as the effective date. therefore for the 1884 convention the effective date should, as you say, be 16 April 1885, for the INMARSAT Convention it should be 20 September 1991 as previously advised. I apologise for the earlier error.
3. I also enclose a copy of a minute from Energy Space and Environment Department on the Nice Constitution and Convention.
