Submission concerning the implementation of ILO Conventions in Hong Kong
(1) Freedom of Association ( ILO Convention 87 )
The British government rectifys the ILO Convention No. 87 for Hong Kong but with reservation. As a result, the rights of unions to form federations is not allowed and unions wanting to affiliate to International Unions Organisations must first seek the approval from the Hong Kong governor. We demand that ILO Convention No. 87
be fully rectified in Hong Kong to allow unions to strengthen their organisations and bargaining power.
(2) Right to Bargain Collectively ( ILO Conventioon 98 )
At present, the Hong Kong government does not encourage employers to set up any collective bargaining machineries. On the contrary, the government has been actively promoting the
Labour Management Joint Consultative Committee as a strategy to undermine the efforts and strength of trade unions. We demand that the Hong Kong government to introduce legislations to gurantee the right of trade unions for collective bargaining.

(3) Labour Relations-Public Service ( ILO Convention 151)
Article 7 of
of the mentioned convention inter alia states that measures appropriete to National Conditions shall be taken, where necessary, to encourage and promote the full development and utilisation of machinery for negotiation of terms and conditions employment.....will allow representatives of public employees.....determination of these matters." The Federation of Civil Service Unions observed that the Hong Kong government has no intention to promote such machinery for negotiation, so as to allow Civil Servants Unions to bargain
to bargain collectively for their conditions of service. The Hong Kong government only adopt a consultative machinery. the Senior Civil Service Council (which includes only 3 Unions out of 200 Civil Service Unions ) appointed by the Hong Kong government since 1968; with no element
