system would lead to politicization of the civil service as

each association canvasses For votes, and the inevitable

breakdown of continuity resulting from possible frequent

changes in the membership of the central council. Both of

these factors could be regarded as major de-stabilizing

which might undermine the smooth functioning of the

consultative process.
