HER MAJESTY'S TREASURY

1992 IMF/IERD SPRING INTERIM/DEVELOPMENT COMMITTEE MEETINGS

HONG KONG'S OFFER TO HOST THE 1997

IMF/IBRD ANNUAL MEETINGS

Line to Take (to be raised in bilateral discussions)

1.

Support strongly the suggestion that Hong Kong should host the 1997 Annual

Meetings. The Chinese and Hong Kong governments also support this suggestion.

in a firm bid. Hope that other members will

support Hong Kong if formal

proposal is made, as we expect.

3.

Holding the Annual Meetings in

in Hong Kong shortly after the reversion of

sovereignty to China should help reinforce the confidence that is needed to

maintain Hong Kong's position as an international financial centre. [To be used discretely wish G7/EC delegates:

also the prospect of the occasion could

encourage the Chinese to behave with discretion during the critical months just before and just after the change-over.]

4. [If pressed]: Believe that the Berlin meetings, where the Mayor of Berlin

took the lead as host, provide a useful precedent for the precise form that the Hong Kong meetings could take.

Background

5. The Annual Meetings are held outside Washington once every three years. The

Meetings will be in Madrid, and the 1997 Annual Meetings would be
