Issues To Be Raised With The Chinese Side

It is proposed that the issues set out in paragraphs 6 to 14 should be raised with the Chinese side.

Our main objectives in holding the 1997 Meeting in Hong Kong
demonstrate a smooth transition in 1997;
project Hong Kong's image as an international financial centre;

underline Hong Kong's high degree of autonomy in financial and monetary matters; and
(d)
demonstrate the continued prosperity and stability of Hong Kong.
Role of Hong Kong in the Annual Meeting

To achieve these objectives, it is essential that Hong Kong should be given due recognition and play a substantial and visible role at the Annual Meetings.

A useful precedent was established in 1988 when the Annual Meetings were held in Berlin. At the opening ceremony the Mayor of Berlin spoke first, followed by the Chancellor of the Federal Republic of Germany (FRG). In addition, the President of the FRG hosted a reception for participants one night, and the Government and Senate of Berlin hosted a reception the following night.

It is proposed that we should seek China's agreement in principle to use the Berlin model, or a variation of it which would give proper recognition to Hong Kong as the "host city", as the basis for the arrangements for the 1997 Meetings.
