MEMORANDUM FOR EXECUTIVE COUNCIL

1997 ANNUAL MEETINGS

OF THE BOARDS OF GOVERNORS

OF THE WORLD BANK GROUP

AND THE INTERNATIONAL MONETARY FUND

THE PROBLEM

A decision is required on the areas which we should raise for discussion with the Chinese regarding the bid to hold the 1997 Annual Meetings of the Boards of Governors of the World Bank Group and the International Monetary Fund in Hong Kong.

RECOMMENDATION AND ADVICE SOUGHT

Members' advice will be sought on the line suggested in paragraphs 6 14 regarding the issues to be raised with the Chinese concerning the staging of the 1997 Annual Meetings of the Bank/Fund in Hong Kong.

BACKGROUND

On 28 January 1992, Members considered memorandum XCC(92)26 (see Annex) on the bid to hold the 1997 Annual Meetings in Hong Kong. The Council ADVISED and the Governor ORDERED that - "a short paper should be put to the Council outlining the areas which HKG intend to raise for discussion with the Chinese. HKG's bottom line in each of the areas to be discussed should be highlighted. HKG should be pro-active in the discussions and should advise the Chinese side how it intends to organize the event."
