consolidated
United Kingdom legislation has since been localised and
under the Merchant Shipping (Prevention and
Control of Pollution) Ordinance after consultation with the
Chinese side in accordance with the Agreed Consultation
Princip 28 on Localisation of Law. The Ordinance came into
force 15 January 1991.

The British
side
proposes that the Convention
conventions
continue to apply to the Hong Kong SAR after 30 June
in accordance with the Joint Declaration. The Chinese
side agreed at JLG V that the maritime
applicable to Hong Kong would automatically continue to
apply to Hong Kong provided that they had been signed by
the PRC (reference at Annex C). The PRC became a party to
the Convention on 1 July 1983 and, provided it remains so,
it will be necessary only to ensure that the international
rights and obligations affecting Hong Kong are fully
preserved
in a manner consistent with the Joint Declaration
