I am enclosing a copy of a joint Memorandum by my Minister and the Secretary of State for Scotland which relates to some amendments that it is proposed to make to the Schedule to the International Convention for the Regulation of Whaling 1946. These amendments were agreed at the Sixth Meeting of the International Whaling Commission held in Tokyo in July 1954. In previous years we have not submitted a memorandum to the Cabinet on this matter and we do not think it at all necessary to do so this

year.

As the time-limit for making objections expires on the 7th November, I should be very grateful if you could let me know as soon as possible whether the Secretary of State has any objections. I understand that your officials have been consulted about the proposed amendments.

I have also sent copies of the Memorandum to the Private Secretaries to the Lord President, the Secretary of State for the Colonies, and the Minister of Transport.
