HUMAN RIGHTS DELEGATION TO CHINA
It is time to update you on preparations for the
human rights delegation to China, proposed by the Prime
Minister to Li Peng in January. Before we take matters
further we would welcome the Prime Minister's endorsement
of what we have in mind, based on o ur discussions to date
with Sir Geoffrey (Lord) Howe and (separately) the Chinese Foreign Ministry.
Timing
This is dictated by Sir Geoffrey's diary
commitments. The best period for him will be between 11
and 23 November, though a couple of shorter slots could be available if his preferred dates are impossible for
the Chinese. We need to put dates to them soon.
Objectives
The Prime Minister told Li Peng that the aims would be "to deepen our dialogue,
dialogue, exchange views on human
rights issues and to familiarise ourselves with China's
provisions and practices". The Chinese in agreeing to
the visit have told us that the delegation could visit
