Dear Simon,

Application to Hong Kong after 1997 of CM

Human Rights Treaties

promised in our telno 1488 of 2 June, I am fairly bulky wad of documents which will form to the draft discussion papers on ICCPR and ICESCR. I have ignored Annexes A and B which in each case will be simply the text of the Convention and evidence of ratification.

I have been unable to obtain Annex D to the ICESCR paper (the Economic and Social Council's resolution 1988/4) and Annex E to the ICCPR paper (the Human Rights Committee's decision requiring reports every five years) and I should be grateful for assistance from your end.

I would also welcome your comments in particular on Annex E to the ICESCR paper and on Annex F to the ICCPR paper. For the latter, I am proposing to include the three reports of the Human Rights Committee from 1978-1991 (as in the blue file). Much of the material is not entirely relevant but Ι see no way of avoiding this, given the way in which the Committee's reports are delivered. Is there perhaps some more succinct record that we could provide?

ever

You and
