Amnesty International wrote to the Prime Minister on 12

Miss Foulds' submission of 27 July recommended that the

Prime Minister agree to a meeting prior to Lord Howe's human

rights mission to China (planned for 30 November to 8 December).

Apart from Lord Howe's mission to China (we plan to bring Amnesty into a briefing session before the departure of the Mission), Amnesty intend to raise UK refugee policy including the Asylum Bill, the human rights situation in

the former Yugoslavia and, possibly, that in Turkey and

East Timor. They will also ask the Prime Minister to make

a contribution, possibly in the form of a letter, to Human

Rights Day (10 December). There are no other subjects that

we wish to raise.

Amnesty may also raise the problems they are having as

regards work permits for their non-EC employees. This is the

subject of discussions between the Department of Employment and

Amnesty, and I have separately submitted a recommendation that Mr

Hogg write to Lord Ullswater to support the Amnesty case. If

this is raised, the Prime Minister need only take note.
