In

The Convention relating to the Status of Stateless

1954 ("the Convention") was concluded in New York

September 1954 and entered into force on 6 June 1960

at Annex A)

keeping with the Charter of the

United Nations and the Universal Declaration of Human

Rights, which affirms the principle that human beings shall

enjoy

fundamental

rights

and

freedoms

without

discrimination, the Convention aims to regulate and improve

the condition of stateless persons.

A stateless person is a person who is not

considered as а national by any State under the operation

of its law (Article 1). Contracting States shall apply the

provisions of the Convention to such a person without

discrimination as to race,

It is provided that stateless persons shall

receive treatment at least as favourable as that accorded

nationals in respect of: freedom of religion and freedom

as regards the religious education of their children

public education (Article 22), public relief

and assistance (Article 23), labour legislation and social
