There may be some Hong Kong patients who go to China to undergo transplant operations. If so, they do so on a private and personal basis. We do not have much information on the situation in China, but we are aware from media reports and indirect sources that doctors in Hong Kong have been offered a "package deal" to send their patients to hospitals in China for transplant surgery. Organs are said to come from consenting donors. Our proposed bill will not, of course, have extraterritorial effects, but it will prevent the import of commercially obtained organs in Hong Kong for transplant purposes. It will also stop commercial organ traders from advertising and making solicitations locally. This may have some effect.
