6. The press handling of the Governor's talks with Lu Ping

seems to have been rather successful. It did not stimulate

any serious new demands for greater transparency about

contacts with China or complaints about the Governor's

dealing with Lu over the heads or behind the backs of LegCo. The general impression seems to have been that the talks were a routine exchange of little significance. There will be more interest in the Secretary of State's discussion with Qian Qichen on 9 March, on which LegCo members may well

demand to be briefed.
