1. I refer to your minute of 4 February to Alan Mooncie. The length of Mr Li Xiaobin's study course does not qualify him for a "field trip" or other absence. I regret we are unable to help him.
2. For your information the position is this: we expect all FCOSAS scholars to remain in the UK for the entire duration of their study course. Those scholars here for long periods (on a 3 year PhD course, say) can, after being in the UK for not less than 2 years, apply for an absence for leave and this will normally be granted. Such scholars are also sometimes eligible for field trips to further their research. Mr Li Xiaobin is unfortunate that he is unable to qualify as his study course is for only eleven months in
total.
