Your minute of 4 February to Alan Mooncie refers. I see no objection to Mr Li carrying out part of his studies in Hong Kong. In view of Mr Paginton's comments (his minute of 6 February) perhaps it would be better to think of a visit to Hong Kong on his way back to China rather than a side trip from the UK.
