Please refer to my minute of 24 February. I have just seen that the next session of the National People's Congress, due to open on 20 March, will examine two potentially relevant items of legislation: the (draft) Law Governing Deputies to the National People's Congress Of the PRC and the Local People's Congresses of Various Levels, and the (draft) Decision of the Fifth Session of the Seventh National People's Congress on Matters concerning the Number of Deputies and the Election of Deputies to the Eighth National People's Congress. The latter is perhaps the more significant. The Eighth National People's Congress will probably run from 1993, and, since an NPC term is 5 years, it will go past 1997. The Chinese may therefore be considering how Hong Kong should be represented, although we have no evidence that this is the case.
