We noticed in Hong Kong telno 957 that Hong Kong delegates to the NPC have proposed that the NPC increase their numbers from 18 to 30. Presumably this was related to discussion on the (draft) Law Governing Deputies to the NPC and Local People's Congress and the (draft) Decision on the Number of Deputies and the Election of Deputies to the Eighth NPC (referred to in Rod Wye's minute of 26 February, copied to you).

We should be grateful for anything the Embassy can discreetly pick up about future arrangements for Hong Kong delegates to the NPC. Did you have any thoughts on my letter of 10 January to Stephen Bradley and his reply of
11 February?.
