Further to my letter to Mr Walford of 7th November 1991 and your reply of 20th January, we have now received further draft Charter amendments from the Association of Commonwealth Universities.
I enclose a copy of these amendments and would appreciate your informal comments, especially on the proposed new Article 4 (ii). Could you also explain the difference between "situate in the Commonwealth" and "member of Commonwealth"?
