1. I attach an exchange of letters between Shelagh Brooks, our Departmental Legal Adviser, and the Privy Council Office about the above subject.
2. I should be grateful for any views you or International Law Division may have on the proposed amendments. It seems to me that while we might not be able to stop the universities from continuing their relationship with the Association (although as the Governor is their Chancellor that may be a little difficult to defend with the Chinese ), we can certainly stop a Royal Charter being amended. I should be grateful therefore to know what you as a matter of policy would wish to happen to these particular links.
