1. We spoke on 28 April about the security gradings of material held in Taipei.

12. We have agreed to the installation of Faxlok in Taipei to

enable the ATTC to transmit and receive material up to and including RESTRICTED (para 3 of Mr Morris's recent minute to some Assistants). We can also agree, exceptionally, to RESTRICTED material being sent via the courier company selected.

I understand that Mr Morrice will take the Faxlok key material with him to Taipei from Hong Kong. But we are not at present convinced that the ATTC in Taipei is yet in a position to store (securely) other material classified higher than RESTRICTED. Post do not hold (for example) the UKVWL or DSP; but, as I explained, an Overseas Security Adviser is due to visit Taipei, with Mr Morrice's agreement, at the end of June. You agreed that it seemed unlikely that there would be a need for CONFIDENTIAL material at Taipei before then (Baltic States Posts, for example, are currently operating at a RESTRICTED and below level).

4. We also discussed the need for Taipei to hold a full set of DSP: I suggested that the MRS Guide to Management at Small Posts might suffice during Taipei's teething stage.
