With a heavy heart and considerable disappointment, I have to tell you that I have decided to defer my trip to Taiwan. As you know, there has been a sudden turn of events in the Uruguay Round of trade talks. The final and decisive phase of the negotiations is likely to occur in December. As Chief Trade Negotiator for Hong Kong, I shall need to be in Geneva for the event. This means that my visit to Taiwan will have to take place after December this year.
I understand fully that much preparatory work has been completed for my visit at your end. I am exceedingly sorry that this work is now aborted. Please rest assure that my colleagues and I remain highly enthusiastic about the trip to Taiwan, and I hope to be able to do this very early in 1993. John Tsang will revert to you on the revised dates and programme of visit as soon as possible.
