PROPOSED VISIT TO TAIPEI UNDER APEC
This is to let you know precisely how I have carefully trailed with the
Chinese my proposed visit to Taipei under the APEC umbrella.

On 8 August 1992, I telephoned Chen Keqiang, Head of the Economic Affairs Department of NCNA, that I was planning to lead a delegation to Taipel under the APEC umbrella to discuss various trade and economic issues of mutual
interest. The discussions would be technical in nature. Chen noted without
comment.

On 8 September 1992, during the APEC Ministerial meeting in Bangkok, I told the Chinese senior official to APEC, Mr Qin Huasun (Director, Department of International Organizations & Conferences, Ministry of Foreign Affairs) that I would be leading an APEC delegation to Taiwan and would discuss trade and economic matters, including certificates of origin etc. Qin said that he
