The Macao SAR courts may also interpret other provisions this law in adjudicating cases before them. However, if the courts of the region, in adjudicating cases before them, need to interpret the provisions of this Law concerning affairs which are the responsibility of the central people's government, or the relationship between the central authorities and the region, and if such interpretation will affect the judgment of the cases, the courts of the region will, before making their final judgments which cannot be appealed against, seck interpretation of the relevant provisions from the NPC Standing Committee through the region's Court of Final Appeal. When the Standing Committee makes an interpretation of the provisions concerned, the courts of the region, in applying these provisions, will follow the Standing Committees's interpretation. However, judgments previously rendered will not be affected.

The NPC Standing Committee will consult its Committee for the Basic Law of the Macao SAR before giving an interpretation of this law.

Article 144. The power of amendment of this law will be vested in the NPC.

The power to propose amendments to this Law will be vested in the NPC Standing Committee, the State Council and the Macao SAR. Amendment proposals from the Macao SAR will be submitted to the NPC by the regional delegation to the NPC after obtaining the consent of two-thirds of the region's deputies to the NPC, two-thirds of the total SAR Legislative Council members and the Chief Executive.

Before a proposal for an amendment to this law is put on the NPC agenda, the Committee for the Basic Law of the Macao SAR will study it and submit its views.

No amendment to this law will contravene the established PRC basic policies regarding Macao.

Chapter IX: Supplementary Provisions

Article 145. Upon the establishment of the Macao SAR, the laws previously in force in Macao will be adopted as regional laws except for those which the NPC Standing Committee declares to be inconsistent with this law. If any laws are later discovered to be inconsistent with this law, they will be revised or cease to be in force in accordance with the procedure as prescribed by this law.

Documents, certificates, contracts, and rights and obligations valid under the laws previously in force in Macao will continue to be valid, recognized and protected by the Macao SAR, provided they are consistent with this law.

All contracts signed by the original Macao government with effective terms straddling 19th December 1999 will continue to be valid except for those which the Chinese side of the Sino-Portuguese Liaison Group, or of the Sino-Portuguese Land Group, openly declares to be inconsistent with this Law or with the arrangements for the transition period as stipulated in the Sino-Portuguese Joint Declaration. []Annex I: Method for Selection of Chief Executive of Macao SAR

(1) The Chief Executive shall be elected by a broadly representative Election Committee in accordance with this law and appointed by the central people's government.

(2) The Election Committee shall be composed of 300) members from the following sectors:

Industrial, commercial,

and financial sectors The professions (including

educational and mass

media sectors) Labour, social services,

religious and other

sectors

Representatives of the Legislative Council, representatives of district organizations, Macao deputies

to NPC, and representatives of Macao members of National Committee of the CPPCC

The term of office of the Election Committee shall be five

years.

(3) The delimitation of the various sectors, the organizations in each sector eligible to return Election Committee members, and the number of such members returned by each of these organizations will be prescribed by an electoral law enacted by the Macao SAR in accordance with the principles of democracy and openness.

Corporate bodies in various sectors will, on their own, elect members to the Election Committee, in accordance with the number of seats allocated and the election method prescribed by the electoral law.

Members of the Election Committee will vote in their individual capacities.

(4) Candidates for the office of Chief Executive may be nominated jointly by not less than 50 members of the Election Committee. Each member may nominate only one candidate.

(5) The Election Committee will, on the basis of the list of nominees, elect the Chief Executive designate by secret ballot on a one-person-one-vote basis. The specific election method will be prescribed by the electoral law.

(6) The first Chief Executive will be selected in accordance with the "Decision by the NPC on Method for Formation of First Government and First Legislative Council of the Macao SAR".

(7) If there is a need to amend the method for selecting the Chief Executive for terms subsequent to the year 2009, such amendments must be made with the endorsement of a two- thirds majority of all members of the Legislative Council, the consent of the Chief Executive, and will be reported to the NPC Standing Committee for approval.

Annex II: Method for Formation of Legislative Council of Macao SAR

(1) In the first term, the Legislative Council will be formed in accordance with the “Decision by the NPC on the Method for the Formation of the First Government and First Legislative

Council of the Macao SAR”.
