valid travel documents shall, unless restrained by law, be free to leave the Macao SAR without special permission.
Article 34. Macao residents shall have freedom of conscience. Macao residents shall have freedom of religious belief and the freedom to preach and to carry out and participate in religious activities in public.
Article 35. Macao residents shall have freedom of choice of occupation and job.
Article 36. Macao residents shall have the right to resort to law, the right of access to courts, the right to seek lawyers' help to protect their legitimate rights and interests, and the right to judicial remedies.
Macao residents shall have the right to challenge in the courts the actions of the executive organs or their personnel.
Article 37. Macao residents shall have freedom of education, academic research, of literary and artistic creation and of other cultural pursuits.
Article 38. Macao residents' right to marriage, to establish and raise their families shall be protected by law.
The rights and interests of women shall be protected by the Macao SAR.
Minors, the aged and the disabled shall be the objects of concern and protection of the Macao SAR
Article 39. Macao residents shall have the right to social welfare; the welfare and retirement benefits of the working people shall be protected by law.
Article 40. The provisions of the International Labour Convention as applied to Macao shall be implemented through legislation by the Macao SAR
Article 41. Macao residents shall enjoy other rights and freedoms safeguarded by the laws of the Macao SAR.
Article 42. The interests of residents of Portugese descent in Macao shall be protected by the Macao SAR according to law; their customs and cultural traditions shall be respected.
Article 43. The rights and freedoms enjoyed by Macao residents shall not be restricted unless prescribed by law. Such legally prescribed restrictions shall not go beyond what is necessary for the maintenance of national security, public order, public health and public morals and to safeguard the rights and freedoms of other persons.
Article 44. Persons other than Macao residents within the territory of the Macao SAR shall, according to law, enjoy the rights and freedoms of Macao residents as provided in this chapter.
Article 45. Macao residents and other persons in Macao shall have the obligation to abide by the laws promulgated in the
Macao SAR.
CHAPTER IV: POLITICAL STRUCTURE
Section 1: The Chief Executive
Article 46. The chief executive of the Macao SAR is the head of the Macao SAR and represents the region.
The chief executive of the Macao SAR shall be accountable to the central people's government and the Macao SAR in accordance with the provisions of this law.
Article 47. The chief executive of the Macao SAR shall be a Chinese national of no less than 40 years of age who is a permanent resident of the region and has ordinarily resided in Macao for a continuous period of 20 years.
Article 48. The chief executive of Macao SAR shall be selected by election or through consultations held locally and be appointed by the central people's government.
The specific method for selecting the chief executive is prescribed in Annex I: "Method for Selecting the Chief Executive of the Macao SAR,"
Article 49. The term of office of the chief executive of the Macao SAR shall be five years. He/she may serve two
consecutive terms.
Article 50. During his/her tenure of office, the chief executive shall not have the right of foreign abode, nor be engaged in private profit-making activities. The chief executive, on assuming office, shall declare his/her assets to the president of the Final Court of Appeal of the Macao SAR. This declaration shall be put on record.
Article 51. The chief executive of the Macao SAR shall exercise the following powers and functions:
(1) Lead the government of the region;
(2) Be responsible for the implementation of this law and other laws which, in accordance with this law, apply in the Macao SAR;
(3) Sign bills passed by the Legislative Council and to promulgate laws;
(4) Decide on government policies and issue executive orders;
(5) Formulate adminstrative laws and regulations and promulgate them for execution;
(6) Nominate and report to the central people's government on the appointment of the following principal officials: Secretaries of departments, the commissioner against corruption, director of audit, principal officers of the police department and principal customs officers; and propose to the central people's government the removal of the above- mentioned officials.
(7) Appoint a portion of the legislative councillors; (8) Appoint or remove members of the Executive Council; (9) Appoint or remove the president and judges of the court at various levels, and appoint and remove public procurators in accordance with legal procedures;

(10) Nominate and report
the central people's government on the appointment of chief procurator and propose to the central people's government the removal of the chief procurator in accordance with legal procedures;
(11) Appoint or remove public servants in accordance with legal procedures;
(12) Implement the directives issued by the central people's government with regard to the relevant matters provided for in this law;
(13) Deal with, on behalf of the government of the Macao SAR, the external affairs and other affairs authorized by the
