Article 125 goes into more detail on cultural policy in the The Macao SAR government shall...draw up policies on culture "including those on literary arts, press, publication, broadcasting, film and television". This addition makes clear that the SAR is responsible for media policy. In the same article a qualification to the protection of historic relics is added "and the legitimate rights of the owners of such relics".
Article 127 adds that "schools run by religious organisations may continue to offer religious education, including opening religious courses.
Articles 132 and 133 ad "women", "youth", "recreation", and "returned overseas Chinese" (132 only) to the list of fields in which non governmental organisations can participate in international activities.

19. The section on contracts with validity extending over 1999 has been changed (article 144) Previously it was specified that the Chinese side of the JLG or the Land Group had the power to declare a contract invalid now it is broadened to "the organ authorised by the Central people's Government" and a qualification that this body would in addition to declaring contracts invalid also stated that they needed to be reexamined by the Macao SAR government.
Annex I: Method for Selecting the Chief Executive
20. The categories of those who compose the election committee have been slightly redefined:
a) Business and financial circles (previously industrial commercial and financial sectors)
b) Cultural, educational and professional circles (previously the professions, including educational and mass media sectors)
c) Labour, social welfare, and religious circles (labour, social services, religious, and other circles)
d) Representatives from the members of the legislature and civic organisations, NPC deputies and CPPCC National Committee members from the Macao region (unchanged).
Annex III: National Laws
22. Two new laws have been added: the "Regulations of the PRC on Consular Privileges and Immunities" and the "Law on Territorial Waters and Contiguous Areas of the PRC".
