Asean Timetable

8. I explained that we would find it useful for the Commission to clarify their timetable for the Asean Co-operation Agreement. Since the Ministerial dates had been confirmed for the end of October, we would plainly need to agree the negotiating mandate by mid-July at the latest. Given the weight of other business at the Asia Working Group in the near future (Macao, Mongolia and Bangladesh Joint Commissions) and the concern being expressed by EC Heads of Mission in the region (I circulated the Singapore Heads of Mission text) there seemed to me to be strong arguments for proceeding quickly. France and Italy strongly supported.

Borrell was unable to comment. I therefore asked the Commission to take note of our anxiety and convey our concerns to Endymion Wilkinson. I explained that we would wish to

wish to look at this, with the responsible Commission Officials, at the next working group meeting. The Presidency undertook to take account of this when preparing the agenda. Italy were keen also that the next working group meet to discuss the VBP reintegration programme.
