The Commission's views on this point would be of
(ii) Drugs: you should argue for a text consistent with that agreed for the Brazilian agreement. This would be our preferred outcome: the Brazil mandate's drugs provision accurately reflects the extent of Community competence in drugs matters (cf Article 129 of the new Treaty). If possible therefore we should like to see it established as the model for future ALA agreements.
