Policy Implications

4. The Government welcomes closer cooperation between the Community and the countries of Latin America.

The proposed

agreement will provide the basis for developing the Community's relations with Brazil in a coherent and flexible

framework. The government therefore welcome the proposal.

Financial Implications

5. Activity under the Agreement will be funded from within existing budgetary provisions.

Timetable

6. The Council authorised the Commission to open negotiations

with Brazil by a decision of 16 March 1992. The agreement was

initialled on 13-14 April 1992. The Presidency propose that the agreement be formally signed on 15 June, in the margins of the Foreign Affairs Council.
