Their
task might be
assisted if HKG decided to
publish a White Paper on the 1995 Election arrangements
before the New Year:
(a) This document would
help to fill the current

vacuum.
It would allow HKG to review constitutional
options in depth for public consumption.
It would provide a more
public
debate
and
concrete focus for
help
to
generate
counter-proposals. (However, a White Paper
might
appear a "provocative" gesture, implying
that the consultation process had been ended.)
ENGAGING THE CPG
15.
Because the CPG's attacks on the constitutional
package dominate the Hong Kong political agenda at present:
(a) the CPG is able to focus on a single issue;
(b)
and
LU Ping and the Hong Kong and Macau Affairs
Office
have a simple situation to manage, for
which "struggle" tactics echoing the Cultural
Revolution seem appropriate.
