HKG should identify ways to minimise the CPG's

ability to exploit local anxieties and

anti-foreign and pro-China sentiments.

HKG should emphasise the UK's unique role in

protecting PRC commercial interests in an

increasingly hostile world as a result of

British responsibility for the territory.

by

strengthening contacts with

the CPG's local apparatus.
