Formally speaking this is a "British" point rather than a "Hong Kong" one. It also seems clear that only a rebuttal at a very high level will have any effect. I wonder whether you have given any consideration to lining up a suitable riposte the next time the Chinese do this? We have an agreed line to take, in para 5 of TUR. The point is, it must be put out in a way that will be noticed, if we are not to let our position go by default and allow the Chinese to think we are acquiescing in their illegal attitude.
