Modifications and exchanges:
Not all requirements for development for various uses but more particularly for Cat I uses are met by new land grants. In addition, either the conditions governing old leases can be modified (modifications) or such leases can be surrendered in exchange for new ones (exchanges) to help meet demand.
Land Commission (LC) is familiar with these concepts and had agreed the following modus operandi (Agreed Minutes 2 (21.9.85) and 4 (20.12.85) refer):
