the business community;
a decision not to receive back illegal immigrants;
a freeze on all JLG work;
a negative attitude towards all major
franchises and contracts discussed in the
JLG, and possible demands for more extensive
consultation in this area;
refusal to agree the ACP financial
arrangements;
a hostile attitude towards our land
proposals.
Threats

These will continue.
They are having their effect. Businessmen who do not support the Chinese line are now subject
to crude bullying. Individual legislators are subject to enormous pressures. These pressures will persist at least until the vote on the constitutional proposals.

Most of those who are subject to threats will not want us to publicise their predicament. To highlight the general problem publicly could also be counter-productive in that it would worry people and diminish support for us.
Maintaining
our present, calm, reasonable and open approach to discussions in Hong Kong and with China is probably the most reassuring
attitude to take. However, if there are threats of personal
safety post-1997 for a Legco member and/or his family we should
also consider providing a safety net under the British Nationality Scheme.
