HONG KONG: CHINESE STRATEGY
1.
As agreed, I have prepared the attached telegram seeking Sir Robin McLaren's view of likely Chinese strategy. This represents one part of the assessment we discussed with Mr Goodlad this morning. Since that meeting, we have learned that the Hong Kong telegram with the Governor's views on the way forward will not come until 27 October. We agreed that it made sense to hold up our telegram seeking his assessment of the Hong Kong mood until we had seen his views.
2.
The attached telegram to Peking does not touch on the sensitive question of future policy and does not, in my view, need to be cleared with Ministers. But you might wish to show it to Sir John Coles before despatch.
