CCP CONGRESS

The 14th CCP national congress closed in Peking yesterday. The news was treated prominently by all major local dailies. Many papers published a list of the 189 Central Committee members, 130 alternate members and 108 members of the Central Commission for Discipline Inspection. Most headlines said that the new members appointed were relatively young and well-educated and that among them were the head of the HK and Macaw Affairs Office, Lu Ping, and NCNA HK director Zhou Nan, The papers said that patriach Deng Xiapoing's economic theories were endorsed but that Mr Deng had not turned up at any of the meetings. According to Mr

The young Mr Deng's son, Pufang, Mr Deng was enjoying good health. Deng commented that the inclusion of Mr Lu and Mr Zhou in the Central Committee would be helpful to work in relation to HK and Macau. Politcal commentator Lo Chi-kin told R-1 this morning that the appointment of younger cadres to the Central Committee indicated the central authorities' determination to groom future leaders. He noted that the failure of the "princelings" to secure seats on the committee was "a good thing" end that the absence of Mr Deng and Chen Yun indicated that major decisions had been made prior to the congress.

BUILDING COLLAPSE

Reporting the collapse of a pre-war building in Wing On Street, Central, the papers noted that FSD officers had searched the site for/ 10 hours and found that no one was trapped beneath the masonry. The LDC would hold a meeting today to study the incident and review the question of responsibility. Legislator Yeung Sum said he would demand an explanation from the Government and ask that it strictly enforce safety measures in buildings due to be demolished. Central DB member

P.K.

Yuen held the LDC responsible for the building collapse.
