Problem
1. To prepare discussion at OPD (K) on 18 October.
Recommendation

That the Secretary of State should minute to the Prime Minister copied to OPD (K) colleagues. I submit a draft. This incorporates comments from Sir Robin Maclaren and officials in Hong Kong. The Governor will be considering it at a meeting there on 6 November and will send any comments in time for the Secretary of State's weekend box.
Background

The Prime Minister has agreed to the Secretary of State's proposal of an OPD (K) while the Governor is in London, to consider the way ahead. The Secretary of State will have a chance to prepare for this at an office meeting on 16 November, at which the Governor and Sir Robin Maclaren will be present.
