Our minds are not closed to alternatives which meet the
test that electoral arrangements should be fair, open and command widespread support in Hong Kong.
As recently as this summer, Lu Ping was discussing with groups from Hong Kong possible compositions for the Election Committee quite unlike those indicated in the BL or discussed in 1990.
Therefore clear that the Chinese side as well regarded the 1990 discussions as being inconclusive;

Proposals for the nine new functional constituencies in
1995 are a radical departure from earlier functional
constituencies. Would amount to direct elections by another
name.
Agree that Governor's proposals represent a broadening of participation. But would not accept that this is radical. Functional constituency representatives would still be elected
by economic category, to represent people at their work place.
That is the essence of the functional constituency system;
- BL makes no provision for how these nine functional
constituency seats should be apportioned. So the Governor had to make proposals;
If China has alternatives, glad to consider them.
6. Proposed Government-LegCo Committee for managing the
Government business in LegCo could become a "super ExCo" and give a platform for Martin Lee.
- This Committee was proposed as an administrative convenience
to help the Government get its business through LegCo. Would
be chaired by the Governor or a senior HKG alternative, so clearly executive-led.
