STATEMENT BY CHINESE FOREIGN MINISTRY SPOKESMAN ON 12 NOVEMBER

I refer to your minute of 16 November in which you asked for my views on the attached Speaking Note which might be used by Mr Hum with the Chinese Ambassador. I suggest that the first two sentences of the second paragraph of the Note are amended to read as follows:

1.

"As you will be aware the Joint Declaration lays down certain guarantees concerning Hong Kong which will remain unchanged for 50 years from the resumption of the exercise of sovereignty over Hong Kong by the Government of the People's Republic of China with effect from 1 July 1997. As a party to the Joint Declaration, a treaty between our two Governments, the Government of the United Kingdom has a legitimate interest under international law in ensuring that these guarantees are implemented."
