Its subject-matter is the Sino-British negotiations of 1982-84 which led
to the Joint Declaration on the Question of Hong Kong.
My purpose is simply to tell the story of those negotiations as completely as possible, assembling it from my own notes and recollections of the period, from contemporary media coverage, and from background interviews conducted during the past year.
The story is told primarily from a British perspective.
For my interview with Lord Howe:
I would be particularly keen to talk to Lord Howe about the two trips which he made to Peking in the spring and summer of 1984, and the part which those visits played in resolving a scries of important and difficult issues relating to the form and content of the Joint Declaration.
I am conscious of the sensitivities surrounding my chosen theme, even at this remove; and, should Lord Howe wish, I am happy to undertake in advance that I will not use material from the interview in the form of attributed quotation without his specific approval.
