1. I have received the attached, rather stroppy, letter from David Edwards (Law Officer IL, Hong Kong).

2. I fear we may be arguing with him at crossed purposes. The important point, it seems to me, is contained in his para 2: that all bilateral agreements which straddle 1997 are with Chinese agreement. I was not aware, as he claims in his para 4, that agreement registration with the United Nations had been discussed with the Chinese, and perhaps this is the consultation which we required.

I nevertheless think that his para 3 from the second sentence on is irrelevant.

I should like to reply to his letter in good time and would be grateful for your views on this matter.
