1. I attach a list of supplementary questions and draft answers to a question on Article 23 of the Basic Law to be answered by the Secretary for Security in LegCo on 8 April. I also attach a copy of Hong Kong telno 983. Our reply (deskby 070200Z), having been discussed with Ms Brooks, has issued.
