1. Thank you for sending me a copy of this kit. My only major comments concern chapter one. Drawn, as it is from the UK's White Paper, it very much leans towardsthe British position. Might it not, by way of balance, make some reference to "unequal treaties" and the iniquity (as the Chinese see it) of part of China remaining under foreign jurisdiction? I appreciate your fear that if you start arguing the Chinese position, they will demand that they be consulted, but it should be possible to find some anodyne quotation on the above subjects.
2. On matters of detail.
i) Page 8, question 2.
Surely Hong Kong will have
autonomy in more than 1,2 and 3!
ii) Pages 9 and 10. December 1984 was the date
of signatures not ratification of the JD.
3 Overall, and these minor quibbles aside, I think the

draft if a very good one. I should be grateful for a few copies of the final version for briefing purposes.
