We spoke about this at the HKD Monday meeting some time ago. In the Working Practice Agreement the paper is described as "Outline of Consultations with the Chinese over the Basic Law". regret to say that I cannot now locate the minuting in which you explained you ideas more fully. As I recall, the intention was to have the paper basically as a memory jogger of under what circumstance we discussed the Basic Law with the Chinese and what subjects were discussed. You were concerned that nobody in HKD had any clear idea of the content and methods of these talks (this was particularly relevant to the reopening of the question of the number elected seats to LegCo.

As I mentioned, I now have block of time available to make a good start on this project. I would welcome your views on the kind of paper you would like to see.
