The Shanghai Social Sciences Research Institute is presumably the Shanghai branch of the Chinese Academy of Social Sciences. was not previously aware of their interest, or competence, in Hong Kong matters. It is something the Consulate in Shanghai might pursue at some stage. The general Chinese approach to the review of Hong Kong law is very much as described in the minute and should be subject to BL 8 and 18 (and JD 53)
