II. SOCIETY

(1) Education

(a) On the basis of the previous educational system, the HKSAR Government shall, on its Own, formulate policies on the development and improvement of education, including policies regarding the educational system and its administration, the language of instruction, the allocation of funds, the examination system, the system of academic awards and the recognition

education

of

qualifications. [Article 136, Para. 1]

(b) Community organizations and individuals may, in accordance with law, run educational undertakings of various kinds in the HKSAR. [Article 136, Para. 2]

(c) Students shall enjoy freedom of choice of educational institutions and freedom to pursue their education outside the HKSAR. [Article 137, Para. 2]

(2) Religious freedom

(a) The HKSAR Government shall not restrict the freedom of religious belief, interfere in the internal affairs of religious organizations, or restrict religious activities which do not contravene the

laws of the Region.

(3) Professional qualifications

(a) Persons with

professional qualifications or qualifications for professional practice obtained prior to the establishment of the HKSAR retain their previous qualifications in accordance with the relevant regulations and codes of practice.

(4) Cultural development
